In Oregon, the action happens when a bill is in committee
A proposed bill will get assigned to a committee. This is when we can email the Committee Chair and tell them that we support such and such a bill and hope that it will "be heard". When the bill is being heard and discussed
there is opportunity to submit written testimony or to testify in person and debate occurs.
These meetings are open to the public and often have a virtual link to watch.

A bill, the most common type of measure, is a proposal for a law. All statutes, except those initiated by the people or referred to the people by the Legislative Assembly, must be enacted through a bill.

SUBMIT TESTIMONY
People can submit written testimony, testify in person, or testify virtually.
You must register in advance to provide testimony either in person or remotely during a committee or subcommittee meeting. Registration closes 30 minutes prior to the scheduled start time of the meeting.
Testimony may be submitted for bills that are scheduled for a public hearing. THIS IS THE TIME THAT THE PUBLIC CAN ENGAGE.
The testimony you submit will be displayed in OLIS.
Testimony must be submitted within 48 hours after the start time of the committee meeting at which the public hearing is held.
